What is the difference between getting pre-qualified and pre-approved for a mortgage?

We went to an open house last weekend and the listing agent asked if we had our financing sorted out yet. We filled out a quick online form that said we were pre-qualified, but a friend told us we actually need a pre-approval letter to make a serious offer. We want to make sure we are ready when we find the right place. What steps do we need to take to get fully pre-approved?

Won bidding war, but appraisal is below offer price, what to do?

We recently won a bidding war that put us $15k over the list price. However, the appraisal just came in at the original list price. If the seller refuses to drop the price to the appraised value, what's the best way to negotiate a split of the difference without the deal falling through?

Should i buy a house that is part of a build to rent community?

I am looking at a nice new house but half the street is owned by a single investment company that only rents them out. will this make it harder for me to get a loan or will the neighborhood feel like a giant apartment complex with no pride of ownership? I don't want to be the only person on the block who actually owns their home.

Cashier's check or wire transfer for closing?

I've never done a wire transfer before. And when I looked into it with my bank there were all these warnings about sening it to the wrong place. The directions that I got are really confusing and I'm worried I'm going to mess something up. Can I just bring a cashiers check to the closing?
